Authorities arrested four people suspected of prostitution-related crimes Wednesday after searching the Tokyo Massage parlor west of Casper.
The arrests followed a several-month investigation involving local, state and federal law enforcement agencies, Natrona County Sheriff's Sgt. Mark Sellers said Thursday.
Law enforcement officers also searched an apartment on West Ninth Street in Casper on Wednesday afternoon as part of the investigation, which is ongoing.
"We recovered a lot of documents that we're going through and we'll be conducting a lot of interviews of possible customers that were out there," Sellers said.
Tokyo Massage, which has long been rumored to offer services that go beyond a mere back rub, appeared deserted when visited Thursday morning by a Star-Tribune reporter.
The parlor sits in plain view along U.S. Highway 20/26, just east of Natrona County International Airport. A placard over the building's entrance advertises "sauna" and body shampoo" services offered 24 hours, seven days a week.
Plywood covered all of the windows and an adjacent garage appeared to be designed to offer customers a discreet place to park. Signs posted on the doors said "Closed by order of the sheriff. No trespassing."
No one picked up Thursday at the phone number listed for the parlor.
Authorities identified the four people they arrested as Okki Shoffler, 53, Kyong Stodolka, 57, June Wilhelmi, 60, and Kenneth Robertson, 60. Sellers said the arrests were related to the business. He did not elaborate.
Stodolka, Wilhelmi and Robertson were booked on suspicion of promoting prostitution, jail records show. Shoffler was booked on suspicion of prostitution.
All four remained held Thursday at Natrona County Detention Center. They were expected to make their intial court appearances this morning in Natrona County Circuit Court.
In Wyoming, prostitution and solicitation are misdemeanors. Promoting prostitution is a felony.
Sellers declined comment when asked what prompted the Wednesday searches of Tokyo Massage and the West Ninth Street apartment.
The investigation into the massage parlor involved the Natrona County Sheriff's Office, the Wyoming Division of Criminal Investigation, U.S. Immigration and Customs Enforcement and the Federal Bureau of Investigation.
Natrona County records list the owners of the Tokyo Massage property as Bruce and Terrie Miller of Littleton, Colo., along with James A. Eye Jr. The 31,363-square-foot building was constructed in 1970.
In an interivew Thursday with the Star-Tribune, Miller said he and his wife have been trying to sell the property for years because of its massage parlor status, and because of a nearby dilapidated house formerly used as a residence by Eye, his former business partner.
During a disagreement between the partners, Miller claims Eye started the massage parlor business without his authorization. Eye allegedly found people for the massage business, remodeled the office area and installed massage tables.
Miller said he hasn't seen or talked to Eye for at least a decade, and believes his former partner moved somewhere to the southeastern United States.
Efforts to locate Eye were unsuccessful.
Miller also said he hasn't visited the Casper area in 18 months.
Miller said he doesn't like the massage parlor business that's been operating on his property.
"Common sense will tell you you can get something in there besides a massage," he said.

So you no pay the city and county officials, they show you who is boss and arrest you and get your money that way. Casper still as corrupt as always. "

When crimes cross state lines the federal agents must team up with the locals in the investigation and bust (who knows where the people were coming from, where the money was going, whether or not there were guns or drugs involved).
These kind of issues necessitate the feds getting involved and it is not a lack of ability of the Sheriff, it is a symbiotic relationship that lets them maximize their resources and do a good investigation. It is probably a more accurate argument that the feds could not have done it without the Sheriff's than the other way around. "

It's finally safe to go outside and frolic with my children without the evil empire that is Tokyo Massage threatening to rub my back and perhaps something else. I've kept my family inside since the 70's in fear of that establishment. Yet now I'm free. Thanks Benton you rock.
Now can you please go focus your time, manpower and my tax dollars to battle the next great problem of Casper, Jay Walkers. Since there are no real problems with Casper now, such as a the lack of a large increase in dui's and the alcohol related offenses, you should all just take a little extra time off and celebrate your awesome detective work and look out over our wonderful crime free city!
Im proud of all of you now!!! "

Why is it the prostitutes fault that that your husband strayed? Sounds like your marriage had more problems then even you knew. It isn’t your fault and it isn’t the fault of the women at Tokyo Massage… It’s your husbands! ( Don’t get me wrong. I don’t condone the massage parlor… I am just pretty sure they didn’t go out find your husband and tell him to come on over for a good time… he went to them! ) "

Casper could NEVER be "up and coming." This is a classless town, with people who hold onto old logic, and have a strong unwillingness to accept change. Until that acceptance of change occurs, Casper will remain decades behind.
Moving here recently, was like entering a time warp. "

In Responce to Justin- Law enforcement is totally different budget maybe you should look into that before you blame the Sheriff. Furthermore, you should know that the citations that Sheriff Department issues the money goes to the School District.
Maybe Law enforcement has other issues such as the drug problem , drunk drivers, family fights, and theft that they are dealing with that are a little more important than some 50 year whores. "

I blame the Sheriff's department, because they were the ones partially responsible for busting the place.
Local, state, and federal agents were ALL involved in the "investigation" and arrests that were made. It took the man power of these three organizations, and OUR tax dollars to bust this place. And the investigation took 4 months to do so. I'm sorry, but I feel the predominant issues dealing with Casper do not involve Tokyo Massage's prostitution. I feel that much man power and tax dollars could have been spent else where, or on something that would actually improve the quality of life in Casper.
To respond to "two boo koo"
Thanks for informing me on where the fines go to from drunk drivers. I did NOT know that, so thanks for educating me on that. But you seem a little off kilter with the rest of your response. No one is saying to ignore the "little things" or turn your head to certain things that may or may not be going on. But what I am saying is, why now? What's the point? What harm has been caused by Tokyo Massage? What sort of beneficial qualities will the closing of Tokyo have on Casper, OR the women who work there? Like I said in my previous statement, it'd be one thing if the women working there were sold as sex slaves, or forced into prostitution. But I really doubt that is the case with the women working there. Now if this whole thing blows up in the news, and the women come forward and are grateful that they are no longer "sex slaves" and Mr. Benton and the state and federal law enforcement agencies are a God send for saving their lives...then I will eat my words. But I have a strong inkling that that's really not the case. I feel these women were making an honest living, and if you check their business/tax records, they'll even show that they paid their TAXES. Which cannot be said for a lot of people in this country! My huge concern with this whole thing is, and you brought this up "two boo koo" is that no, law enforcement's heads should not be turned to crime. But I really think, and I'm sure a lot of people would agree with me, that there are MUCH worse crimes being committed in Casper, and are much more detrimental to the community as a whole. "
