Commission sets Alcova lease for approval

"Irrevocable" is wording that is unchangeable in a new lease that irritates trailer owners who rent spaces at the Alcova Trailer Park, Natrona County commissioners said at a work session on Tuesday.

Commissioners reviewed the lease and mostly agreed with a controversial sentence - "The termination notification is irrevocable" - that trailer owners have said could force them to lose money they invested in their trailers when they decide to sell them.

Commissioners will vote whether to accept the lease at their regular meeting next week at 5:30 p.m. at the County Annex, 120 W. First St.

The season at Alcova begins in April.

The vote will conclude, at least from the commissioners' perspective, discussions about the proposed lease of spaces on the land adjacent to the lake owned by the U.S. Bureau of Reclamation, which has the county manage the property for the public benefit.

The federal government mandates people must not profit from any dealings on the public land, including profiting from selling their trailers to new lessees.

Trailer owners sign one-year leases to secure one of the 155 spaces, and pay $2,000 a year for the privilege.

Owners who decide not to renew their leases must inform the county, setting in motion a lottery system in which the commission selects the names of five potential lessees for each lot and the trailer owners can negotiate a selling price, according to the draft lease.

If owners can't get an acceptable price, the county should allow them to revoke their termination notification.

Commission Chairman Rob Hendry responded that "irrevocable" guarantees the lottery system will be fair, and insisted it remain in the lease.

However, commissioner Terry Wingerter who sided with the trailer owners, voiced his disagreement with "irrevocable" at the Tuesday meeting, and indicated he will vote against it.
