Vandalism suspect pleads guilty
A Casper man charged in a recent rash of property destruction pleaded guilty in Natrona County District Court Wednesday morning.
Raymond Miller, 17, who is being charged as an adult, pleaded guilty to one count of felony property destruction. A second count of conspiracy to commit property damage was dismissed.
Police arrested Miller along with three other males on March 21 in connection with close to 88 reports of vandalism including broken windows and slashed tires.
Miller is free on $10,000 bond.
Feds oppose trooper's request to dismiss charges
Federal prosecutors are opposing a Wyoming state trooper's request that a judge dismiss charges against him.
The Justice Department in March filed charges against trooper Franklin Ryle. The charges allege that Ryle violated another man's rights in January by kidnapping him at gunpoint and unlawfully arresting him. Details of the allegations remain sealed in court.
Ryle's lawyer filed a request last month asking U.S. District Judge Clarence Brimmer of Cheyenne to dismiss the charges. The lawyer said the charge of kidnapping requires taking another person across state lines, which Ryle didn't do.
U.S. Justice Department lawyer Edward G. Caspar filed a response on Wednesday saying prosecution under civil rights laws doesn't require taking a victim across state lines.
