Council will vote on large, west-side development

A proposed development roughly three times the size of Highland Cemetery and may contain a new middle school is up for its final of three needed approvals tonight.

Plans for the Mesa Addition No. 5, a 179-acre area near Wyoming Boulevard and the west-side Wal-Mart, include the new CY Middle School, apartments, offices and restaurants.

A number of the residents living near the development have questions and concerns about the plans including drainage, traffic issues and blowing dirt during construction.

The Casper City Council will also vote on a sidewalk and sewer reconstruction project that calls for a portion of the project to be paid for by homeowners and a portion by the city.

People owning more than 50 percent of the land in the Fort Casper area objected to the plan, which meant it couldn't go forward. Before the council could vote to abandon the plan, several homeowners took their names off of the protest list.

That trend continued over the past few weeks and now the protest list includes people owning less than 50 percent of the land, which means the council can vote on the plan.

The council will also vote to give $20,000 toward a United Airlines Service flight from Casper to Chicago O'Hare International Airport. The money is a grant in conjunction with the Casper Area Economic Development Alliance, which will only be used if the flight does not meet revenue expectations.
