City OKs $1.5M grant application for business center

A business incubator created in hopes of building a stronger business community is one step closer to fruition.

The Casper City Council voted to support a grant application to the Wyoming Business Council for $1.5 million to help construct part of the new building.

If all of the grants are approved, and the city of Casper, the Natrona County Commission and the Amoco Reuse Joint Powers Board agree to fund initial expenses, the incubator may be able to launch debt-free. Casper Area Economic Development Alliance executive director Robert Barnes told the city council Tuesday night that the project needs to be self-sustainable.

Barnes plans to use the old brick Amoco administration building near the Three Crowns Golf Course. The building includes about 11,000 square feet and renovations will add another 30,000.

Council member Lynne Whalen asked why Barnes didn't choose another building in Casper that didn't need to have a large addition.

Barnes responded the Amoco site is the most feasible and cost effective option.

If successful, the Casper Area Business Innovation Center will host up to 17 businesses at any one time, giving them support on how to grow and succeed.

The council has not yet formally approved giving the project the requested funding of $50,000 in 2009 and $100,000 in 2010.

Barnes hopes to know if the variety of grants will be approved by February or March.

In other council news:

* The council approved the site plan for a 64-unit affordable housing complex on South Beverly Street.

* The council approved giving the Community Action Partnership $200,326 in 2009, which will come from the general fund and optional one percent sales tax No. 12 funds.

* The council appointed members of the Planning and Zoning Commission, the city council, the Natrona County Health Department and two business owners in the Old Yellowstone District to an advisory committee for the redevelopment area near downtown.
