Man gets prison for sex with teen
A 27-year-old man should serve two and 1/2 to five years in prison for having sex with an underage girl, a judge ruled Wednesday.
Judge David Park handed down the sentence after a prosecutor noted that Jesse Lee Higgins had also tested positive for cocaine three times while out on bond.
During a short hearing in Natrona County District Court, the victim's father called Higgins a predator who took advantage of his teenage daughter.
Higgins did not speak during the hearing. His attorney, Thomas Smith, told the court his client wasn't a predator.
The Star-Tribune does not identify victims of sex crimes.
Officials to test warning system
Authorities will test an all-hazards outdoor warning system today in parts of Natrona County.
The system allows officials to warn the public of dangerous weather, hazardous material releases and other life-threatening events.
Installation of part of the system began earlier this month. The devices will be tested several areas including:
* Poison Spider Road.
* 10 Mile Road.
* Vista West Park.
* Wolf Creek Road.
* West Ormsby/Homa Hills.
Water main breaks on Poplar Street
A 12-inch water main broke on Poplar Street around 1 p.m. Wednesday, according to Jolene Martinez, a public information officer for the city's public services division.
Martinez estimated water would be restored to roughly 12 to 15 homes between 13th and Collins streets and at least one business by 9 p.m. Wednesday.
Both southbound lanes on Poplar Street were closed for repairs, as well as the inside northbound lane.
Martinez didn't know the cause of the break at the time, but said it was most likely because of corrosion of the ductile-iron pipe.
Firefighters partner with MDA
The Casper Firefighters Association will once again partner with Muscular Dystrophy Association for its "Fill-the-Boot" campaign over the Labor Day weekend.
Firefighters will man voluntary tolls from 2 p.m. to 6 p.m. Friday through Sunday at both Wal-Marts, First and David streets, and other locations, according to a news release.
