Council votes for final time on wind, liquor licenses

Tonight will be the final vote on several controversial Casper issues.

An ordinance to establish guidelines for wind turbines in the city limits as well as new prices for the much-debated bar and grill liquor licenses will be the first two regulations examined.

The Casper City Council will discuss renewal of all of Casper's retail, and bar and grill liquor licenses. All liquor licenses are recommended by the city staff for renewal except the Sandbar Lounge's license.

Two of Casper's 35 licenses, one owned by Forward Development Company LLC, one of Mick McMurry's entities, and another owned by Hospitality Development Corporation, Pat Sweeny's company, remain inactive.

In other council news:

* Tonight is the final of three needed approvals for changes to code in the Old Yellowstone District, an area recently slated for redevelopment. The district, wedged between the North Platte River and Poplar, Collins and David streets, would fall under new guildelines for style and size of signs.

* The council will decide if it wants to allocate $325,000 to purchase and install 1,800-feet of new fencing on the west boundary of Highland Cemetery. The fencing would be on Conwell Street between East 4th and 5th streets. The funding would also replace 800-feet of chain link fence behind Meals on Wheels with the new ornamental fencing.

* Nancy English Park may have two new bridges if the council approves $9,700 for the project. The first bridge will replace the existing bridge on the south end of the park, according to a memo from Public Services Director Gary Clough.

The second bridge would be in the middle of the park and connect a concrete pathway that runs the length of the park.

* Casper Fire/EMS may receive new computers, software and warranties if the council approves roughly $90,000. The department purchased mobile data computers as well as the software to allow firefighters and EMTs to communicate more effectively with dispatch officers.

According to a memo from Mark Young, the fire chief, the equipment is five years old and needs replacement.
