This is the second installment of questions about walkability, bikability, and sidewalks in Casper, in response to a flurry of questions received all at once. These questions were answered by Peter Meyers, an administrative analyst with the city of Casper. Here goes:
Q. Some sidewalks are slanted at an almost 45-degree angle, again, toward the street, and they are unusable unless you had one leg a foot shorter than the other.
A. Technically, sidewalks are owned by the adjacent property owners, but the city has occasionally partnered with property owners to get the sidewalks fixed throughout an entire neighborhood. One example of that is the Fort Casper Neighborhood, where the city has been completely replacing the streets, sidewalks, and underground utilities. For that project, the city pays for the street and utility work, and the homeowners contribute an amount that pays for the sidewalk work. In that way, all of the sidewalks in an entire neighborhood get fixed at the same time.
Q. Why is there no sanitation crew on foot sweeping up glass and debris from the sidewalks and curbside gutters? It hurts our tires when we bike.
A. Again, technically sidewalks are owned and are to be maintained by the adjacent property owner. We do have a small city litter crew that picks up litter by hand along a regular route of high traffic streets. For the gutters, we have two street sweeper trucks that have regular routes throughout the city, and they collect tons of grime, litter, and debris from the streets every year. Beyond that, the Keep Casper Beautiful organization, which is an agency of the city, often works with volunteer groups to clean up litter. The groups provide volunteers, and we provide them with trash bags, gloves, and litter tongs (we also send out our garbage trucks to get all of the bagged trash once they're done).
