Wind farm neighbor will protest project

The Natrona County Commission is scheduled on Tuesday to approve Chevron Global Power Co.'s request for an 11-turbine wind farm on the Texaco property near Evansville north of the North Platte River.

But not if Stan Mundy can help it.

Mundy submitted a petition of 114 names of residents of Geary Dome and Lake Drive to the commission last week, voiced his objections at the commissioners' work session on Thursday, and plans to speak at the public hearing at 5:30 p.m. Tuesday at the County Annex at 120 W. First St.

He will ask his neighbors to join him at the meeting, he said Saturday.

If approved, this would be the first commercial wind power project in Natrona County, and the first such project constructed by Global Chevron.

"The wind farms, they don't need to be this close to people for health and safety reasons," Mundy said.

He moved to Lake Drive to be away from the noise of urban areas, but his property will be only 800 feet from a turbine, he said. "I grew up on a farm and I enjoy my peace and quiet."

If the county commission approves the permits, the company intends to begin construction on the 880-acre site in April and hopes the 1.5-megawatt turbines will begin producing electricity by December, Chevron Global's director of commercial development Bill Reese told the Natrona County Planning and Zoning Commission meeting on Jan. 13. The commission unanimously approved the permits for the project.

At that meeting, Mundy spoke against the wind farm during the Planning and Zoning Commission meeting, whose five members unanimously approved the permits.

He said then the turbines would be visible, they're noisy, and their warning lights are an eyesore.

Reese disagreed, saying the warning lights are required by the Federal Aviation Administration and the noise is not as big a problem as Mundy described.

While he acknowledges he's late in his objections, Mundy did not want to wait until after Tuesday's county commission meeting to complain, he said. "There needs to be a precedent set."

Besides the public hearings about the wind farm, the Natrona County Commission will consider these issues:

- A transfer of unanticipated revenues.

- A request for a lot size variance for a property on Casper Mountain.

- Consideration of renewing retail liquor licenses, restaurant liquor licenses, and retail county malt beverage liquor licenses.

- Contracts, agreements and resolutions.

- Appointments to the Citizens Transportation Advisory Council and the Fire Fighters of Natrona County.
