Camera didn't catch shooting
CHEYENNE - Technical glitches in video cameras that were recently installed in two police cars may have prevented a police shooting from being recorded.
Joshua Rogers, 20, was shot to death on a neighborhood street Nov. 25.
Rogers had been following the mother of his 4-year-old son in his sport-utility vehicle. The woman called police, who said Rogers resisted while they tried to handcuff him.
Police said Rogers got into his SUV and drove at two officers, who opened fire.
Police Chief Bob Fecht said the new cameras in the officers' cars turn on when they're not supposed to, taping useless images. He said the department was trying to fix the problem.
The Division of Criminal Investigation has been investigating the shooting and was expected to release a report in two to three weeks.
Water leaks close Albany courthouse
LARAMIE - The Albany County Courthouse was closed Wednesday after record cold froze water coils, causing water leaks that soaked carpet, computers and documents.
Crews found seven places on three of the building's four floors where water coils had broken. The coils are part of the building's heating system.
The county attorney's office on the first floor had the worst water leak.
Some carpet may have to be replaced, according to County Commissioner Tim Chesnut.
The leaking began between 2 a.m. and 3 a.m. Wednesday and the water was shut off just after 4 a.m., Chesnut said.
Attorney seeks settlement details
SHERIDAN - Settlements reached between Police Chief Mike Card and officers involved in the traffic stop of the mayor should be opened to the public and most likely will not hold up in court, a media attorney said.
Bruce Moats, an attorney representing The Sheridan Press, sent a five-page e-mail to Rusty Ludwig, the lawyer representing the officers, outlining the reasons why the confidential settlements should be released.
Ludwig said he would review the letter with the officers.
Card and his attorneys have said they will not dispute releasing the records.
The settlements were reached between Card and officers involved in pulling Mayor Dave Kinskey over July 9 after he left a benefit. The officers said they thought Kinskey was drunk, but there was suspicion from some that the officers targeted him because city health benefits were cut last spring.
