WBC faces record number of grant applications

CHEYENNE - A grant for the Casper Area Business Innovation Center Building is one of 40 applications the Wyoming Business Council will deal with Thursday during a meeting in Cheyenne.

The applicants are a record number for the decade-old council, said spokesperson Rachel Girt.

They are seeking a total of $29 million.

The Amoco Reuse Agreement Joint Powers Board wants $4.5 million to renovate the old Amoco administrative building into a business innovation center at the former refinery site in Casper.

The money would also pay the cost of a 30,000 square foot addition for a mixed-use business incubator.

At full capacity the building will house up to 17 companies, which would use 60 percent of the space. Anchor tenants, which would provide cash flow, would use 20 percent and the rest will be a common area.

Total cost of the project is $10.5 million, according to the WBC staff review.

The staff recommended the grant but with reservations because the project "is not fully capitalized" and $4.9 million in grants and donations need to be secured.

Steve Elledge, the WBC's director of field operations and east central regional director, said the projected rewards of the project "are almost unmeasurable" and include the potential creation of hundreds of new jobs.

The meeting, which is open to the public, will begin at 8:30 am. at the Community House located in Lions Park in Cheyenne.

The 40 applications include 20 for $1.8 million in Community Development Block Grant money and 20 applications for $25.8 million for Business Ready Community funds.

The State Loan and Investment Board, which includes the governor and the other four elected state officials, will make the final decision on the Business Ready Community grants at a Jan. 8 meeting in Cheyenne.

- Star Valley- Requests $1,376,625 BRC grant, with a community match of $152,958 for commercial infrastructure improvements and realignment of an intersection. (Recommended with contingency)
