Senate candidate Liz Cheney improperly received a state resident fishing license based on an application with incorrect information, according to Wyoming Game and Fish Department records.

Cheney, who last month announced she will challenge Sen. Mike Enzi in the 2014 Republican primary, received her resident license just 72 days after closing on her Wilson house in May 2012. State law requires residents live in the state 365 consecutive days before they can receive a resident hunting or fishing license, which are cheaper than out-of-state licenses.

Cheney’s application also lists her as a 10-year resident of Wyoming.

The Game and Fish records are incorrect, Cheney told the Star-Tribune.

“The clerk must have made a mistake,” she said. “I never claimed to be a 10-year resident.”

One year ago — more than two months after Cheney moved to Teton County from Virginia — she bought a fishing license at Westbank Anglers in Teton Village. Cheney said the clerk asked if she was a resident. Cheney said she replied with a yes.

When residents purchase fishing and hunting licenses, store clerks have a list of questions from a Game and Fish application that they are required to ask customers. The questions include proof of address, date of birth and length of residency.

“You can’t go further if you don’t answer the questions,” said Ned Smith, an employee at Westbank Anglers.

Cheney said she answered all of the questions truthfully.

The employee who asked Cheney the questions no longer works at Westbank Anglers, Smith said.

Game and Fish officials don’t know how the discrepancies happened, said Mark Nelson, project coordinator for Game and Fish.

There are penalties for submitting incorrect information on an application, he said.

The fine for a false statement on the application is $220 and is a misdemeanor, he said. If Game and Fish imposes the fine and Cheney chooses to contest the fine in court, a judge could ratchet up the fine to $1,000.

“At this point we’re going to follow up on this like any other residency issues,” Nelson said. “It’s at the initial stages of verification.”

I think this story may boomerang on the Enzi campaign team. They've been talking breathlessly to anyone who will listen in the party about planting this in the paper, and now, really??? This is what you have????

I think it leads to three conclusions:
1. Our grandfatherly Senator Enzi is not such a nice guy after all. This is muckraking and mean spirited.

2. The Enzi team must be very nervous to be doing this kind of thing now. This took a bunch of opposition research. This type of thing leads me to believe they are deeply concerned about their internal polling and what the Senator is hearing as he travels the state.

The store did not make an error. They asked a simple question...are you a resident, and then were consequently lied to. There is a process to buying a fishing or hunting license. This is a priviilege to living here. Anyone who is a true wyomingite knows that you can't just buy a resident fishing license after only being here a short time. I have purchased fishing licenses all over this state in my 50 some years of fishing and I can imagine, based on my experience of licensing agents, that the exchange went something like this:

Clerk: "Welcome to Westbank Anglers. How can I help you?"
Liz: "I need a fishing license please."
Clerk: "Sure. Resident or non-resident?"
Liz: "Resident."
Clerk: "Ok, how long have you lived in Wyoming?"
Liz: "10 years."
Clerk: "Ok. What's your address?"

And so on and so forth. Also, at the bottom of the license you swear that you have told the truth and that you are indeed a resident based on whatever the statute number is (I don't have it memorized, sorry). She's a lawyer, right? I just don't buy this story of the clerk messing up.

I've read that Enzi and Dick Cheney have fished together and I think I've read other places that he is a fairly avid fisherman.

And BJohnson, I'm not affiliated with any campaign. I see our wildlife, fish or mammals, as a point of pride for our state. Lord knows we don't live here for the great economy and pleasant weather. The clerk being busy doesn't explain this at all. Every store owner I've ever talked to knows how important their ability to sell licenses is to their business. The last thing they would do is jeopardize that by lying to the Game and Fish or employing someone that would. She got the pro-sportsman photo she wanted but now she's paying the price with folks like me that don't like out of staters bending the rules.

Liz Cheney is nearly 50 years old, and as a lawyer and as any kind of fisherman at all, she knows that the definition of resident varies from state to state. As a lawyer and a fisherman myself, I have fished in any number of states and several countries, and in each and every place I learned the fishing license requirements. It is simply not credible that she would have thought that 10 weeks of residence would qualify her for a resident fishing license in Wyoming. Nor is it believable that the clerk at an angling shop would have made this up.
Apparently, for Liz Cheney, this is just the continuation of the family business: Lying for profit and political advantage.

I just moved back here in january. I know the rules and haven't ponied up for the non-resident license, i missed out on deer season for both bow and rifle because I played by the rules. I'll patiently wait until next year when I can honestly claim my 1 year residency. never mind the fact that I DID grow up here, graduated high school here, went to UW and came home to work for the state(where i proudly serve wyomingites in my duties). I guess I'm just not so unscrupulous as to lie to save $68(which should go to our game and fish dept) and I didn't just buy a $1.6 million house.
I'm not conservative and view this from the outside politically, but as a wyomingite, i feel like she's a bit of a carpetbagger who is trying to ride her daddy's coat tails to a nice, easy and always re-electable seat. I rarely agree with mr enzi, but he's one of us and i respect that. He has my support.

If you read the Jackson paper, it says that Liz fished one day in Wyoming in 2012 as part of a charitable event for Rivers of Recovery. She apparently served on the board of that organization. Rivers of Recovery is linked to the Wounded Warrior project (you can look it up). She fished with vet amputees recently returned from Iraq and Afghanistan. Sean Hannity also came out and fished that day with the group.

Liz Cheney also apparently fished on the South Fork (from the dam to the Canyons over the pass in Idaho, for those many commenters here from Florida and other states.) The picture is from that trip.

Honestly folks, I think this muckraking stuff is unappetizing and will not ultimately be helpful to Liz Cheney's opponents. It's dirty.

What this paper and all of these posters either ignore or are ignorant of is that Wyoming employs several definitions of the word "resident".

For voting and office holding purposes you are a resident the day you move into the state.

For obtaining a driver's license and registering your vehicle you are a resident after living in the state for 120 days.

For hunting and fishing purposes you are a resident after living in the state for a year.

It is clear this paper and these posters are confused about the meaning of the word "resident" and it is wholly possible Ms Cheney had confussion regarding the issue. I seriously doubt Ms Cheney attempted to state she was a "10 year resident". The clerk no longer being employed is indicative of that.

The paper and these posters are simply using a "carpetbagger" phobia to make this issue more important than it really is. If Ms Cheney is found to have violated the law she will be most likely fined for the appropriate offense,

Indeed, the definition of resident varies from state to state and within any given state, depending upon the agency/law/regulation involved. Every lawyer knows this, and most everyone else does too. Ms. Cheney's claim to be a resident misled the clerk, and no matter what the exchange between them [and it's hard to believe that the clerk would just decide on his/her own to indicate a 10 year residency], Liz Cheney signed the application. Apparently the voters of Wyoming are supposed to excuse her for signing something she didn't read. Do we need another automaton in Congress who will sign off on anything to get what she wants?

This may seem like a small matter but those of us who buy fishing and hunting licenses know that there is no allowance for misrepresentation on license applications. As a wet-behind-the-ears arrival to Wyoming, Ms. Cheney should have been at least minimally compliant with the state's laws. Let's catch and release this Cheney.

As far as the political implications are concerned, Wyoming has a long history of both welcoming "political visitors," and telling folks from outside the state to stay our of our affairs. A more telling event might be when members of the family are invited to visit her home in Jackson, thus enjoy the amenities of the community.

Even though I liver here, its was twelve years the last time I went fishing in Wyoming. When I applied and receive my license, "my longevity" was not required, just my driver's license. To those still flinging mud at the Cheney name, and this case, daughter Liz.
With the same logic used [with some] here, please explain to me why I have not broken the law when I bought mine back in May? Not once was ask of me for my length in time of residency nor, did they ask where my home was located. But asked if my DL address is still current - and that was it.

My comments are based on the experience I've had buying fishing and hunting licenses in Wyoming over many years. I can't remember a time when I wasn't asked how many years I was a resident. It's a standard question right there on the license. You don't get that from looking at a driver's license number.

And to those that might think the clerk got fired for being negligent or for just being a bad employee have you considered that many fishing shops, especially in that area, hire seasonal employees and that may be why he's not there any more?

I agree this may be getting over blown at this point but the fact remains that she purchased a resident fishing license and somehow "10 Years" of residency was recorded on the application. I attended school in another state and learned those residency requirements pretty early on before getting a fishing license. For claiming that her "heart" has always been here and trying to show she's sportsman friendly she sure doesn't know much about our state and our past times.

One thing about it, I completely agree with your assessment from all the commentators to this story, it is blown out of proportion. No one really knows if Liz was asked or someone assumed everyone was asked that same question. I know I wasn't.

To me, this is why I suspect (if not Enzi campaign) then, Enzi friends trying to railroad Liz out of a run, as his job - I believe - is in jeopardy now. At least since he [Enzi] attempted to push an Obama-backed bill through the Congress, to where it stalled out for lack of interest.

When applying for a resident fishing license the selling agent is required to ask how long a person has been a resident of Wyoming. The agent asks the person applying this question and then the agent enters the number in the computer which is then printed out on the license itself. Ms. Cheney's denial that she did not tell the clerk this number is about as believable as her claim that she did not get her property tax bill because it was sent to her house in Virginia. There must have been a be a big pile of mail building up in her Virginia mailbox since she "moved" to Wyoming.

Okay sure. She did not buy her license at Wal-Mart. She bought it at West Bank Anglers. West Bank Anglers is a very respected business that has been operating in Jackson for almost 30 years. They sell licenses to residents and non-residents all day long. They know the rules. They know how to issue licenses. Also, ten years does not appear to be a random number, but is around the actual time Ms. Cheney lived in Wyoming. She came to Wyoming from Wisconsin as a small child and left for D.C. at 12 when her father was elected to Congress. With the time she has spent here recently it is around ten years total. Ms. Cheney may have thought she was being asked how long she has lived in Wyoming in total. Have you looked at your fishing license to see what the clerk entered in the section, years of residency in Wyoming? What did he/she enter? Ms. Cheney signed her name above a statement saying she had lived in Wyoming for more that 365 days, she admits this was false. It is impossible to know if she intentionally violated the law, or not. It does not matter, the simple act of signing her name is a violation of law. This is called a general intent crime. Regular people are given a ticket for this offense regularly in Wyoming. Their cases are usually resolved with the imposition of a fine. Habitual offenders are sometimes given jail time and/or probation and may receive a suspension of their hunting/fishing privileges. Or if we want to analyze this through an ultra partisan prism, maybe James Carville was the clerk. Some people will never concede something that reflects negatively on something they believe in no matter what proof is presented. I guess the it easier for the mind to process black and white rather than nuances and various shades of wrong/right, good/bad.

Liz bought her license as stated by the story, she owned a home in Wilson for just over one year. Last time I checked, it does take 365 days to run its course of one full year.
Liz did and does still make her home in Wilson, well within the perimeters given by the State G & F guidelines. Once again, you're asserting something that Liz has not said nor confessed to as you claim.

You'll have to do better than that to convince me that she did as you claim. As again, the G & F only asked me if the address to my license showing my residence was up to date. As I'm sure was the case with Liz.

Ms. Cheney was reportedly fishing on the Snake (as it passes the Grand) with recovering injured vets on the day you say she was "poaching." The program is called Rivers of Recovery. See this link.

It would be equally significant to inquire into whether this was a photo op or a continuation of participation in a worthy cause by Ms Cheney. If the fishing license was a routine campaign activity, it could be filed away with everyday political cynicism. No need to pay attention to the site of the photo, Idaho, Wyoming, Snake, South Fork, wherever.

Swearing a false oath on a fishing license application is an offense for which people are charged all the time in Wyoming, whether it was intentional or not. Do you think the tea party supported Republican Teton County Attorney is going to charge Ms. Cheney? The only thing more improbable is the proposition that Ms. Cheney wants to be a U.S. Senator because she cares about the average people of Wyoming.

Now that we have identified the fascination over petty politics among commentators to this story, why not consider some well qualified, experienced politicos who might serve
Wyoming well. They may have committed crimes against their party, but they have substantial public records, have taken up important issues over the years, and exhibit standards of ethics that appear to be acceptable in Wyoming. Furthermore, they are free from incidents involving fishing licenses and taxes in Wyoming. As starters, let me suggest Bob Bennett, Bill Richardson, Richard Lugar, and Brian Sweitzer

Most amazing part about this story, the G & F has authority to issue citations and prosecute, but none were issued nor was a warrant for arrest made, as the G & F were comfortable with her. What do you bet Enzi wishes he could taken back his "new internet tax" proposal, supported by Obama, Now that Congress shows no interest in it.

Enzi is reacting as if he is in trouble with Wyoming voters. Anyone care to guess, why?

Have you ever thought of tax free internet sales as a handout to special interests? Looks like a subsidy to me. Not a lot of difference from giving seniors a discount, free infrastructure for a new business, or providing those who file long form income tax returns with a variety of goodies.
