    Natrona County still owes about $11 million for the adult jail, but the juvenile detention center needs attention. First Interstate Bank vice president Kermit Wille told the county that they could lease county-owned land to a bank, which would finance through bonding the construction of a new juvenile detention center, and then lease the land and facility back to the county.
