No. 03-56-0031-023-2018, 03-56-0031-024-2019, 03-56-0031-025-2020State Project No. AWRL13B, AWRL13CADVERTISEMENT FOR BIDSSealed Bids for the construction of The Worland Municipal Airport Taxilane C Widening Project, will be received by the City of Worland, at the office of the City Clerk, 829 Big Horn Ave., P.O. Box 226, Worland, WY 82401, until 2:00 PM local time on February 6, 2020. Hand delivered bids will be accepted ONLY on the date of the bid opening. The bids will be publicly opened at 2:00 pm on February 6, 2020 at the Office of the Clerk's Office at the Worland City Hall located at 829 Big Horn Ave., Worland, WY 82401. The project consists of construction of a 45' x 457' aircraft taxilane. The work involves 1,800 CY of unclassified excavation, 580 CY of subbase, 440 CY base course, and 540 tons of hot mix asphalt. The work also includes asphalt demolition and striping. No bids will be received after the specified hour and date, and may not be withdrawn after the time fixed for opening them. The owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified. Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.Each bid must be accompanied either by a certified check, payable to the City of Worland in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.Minimum wage rates as established by the Secretary of Labor are applicable to the work performed on this project.The Issuing Office for the Bidding Documents, consisting of Project Manual and Plan Set, is: T-O Engineers, 502 33rd Street, Cody, WY 82414. Prospective Bidders may examine the Bidding Documents at the Issuing Office or at the Office of the City Clerk, 829 Big Horn Ave., WY 82401, on Mondays through Fridays between the hours of 8:00 and 5:00, and may obtain copies of the Bidding Documents from the Issuing Office as described below.Interested bidders must obtain the Bidding Documents from the T-O Engineers Online Planroom at www.to-engineersplanroom.com. Bidding Documents may be ordered in hard copy format for purchase at cost (nonrefundable). Electronic Bidding Documents in PDF format may be downloaded for no cost. The Bidder is hereby notified that this project is subject to FAA Federal Contract Provisions, including, but not limited to: Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, Government-wide Debarment and Suspension, and Government-wide Requirements for Drug-Free Workplace.The Bidder shall make good faith efforts, as defined in 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 0.91% of the project to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBEs). In the event that the Bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. A pre-bid conference will be held at 1:30 pm local time on January 22, 2020 at the Worland Municipal Airport Terminal Building approximately 3 miles south of Worland, WY with a site tour of the airport to follow after the pre-bid meeting.
