PUBLIC NOTICE OF PROPOSED CHANGES TO THE GENERAL INDUSTRY (1910) RULES OF WYOMING OSHA DIVISION PUBLIC NOTICE IS HEREBY GIVEN that the Wyoming OSHA Commission is proposing to update OSHA 1910 General Industry rules, which were last updated on 4/25/18. Wyoming OSHA proposes an update to the 1910 General Industry rules by changing the effective incorporation date from June 8, 2016 to June 19, 2018 and, adding hyperlinks (per W.S. § 16-3-103(h)(iv) to the federal OSHA rules. Other changes include updating the chapter names to match federal OSHA and minor formatting. The 21 chapters for OSHA 1910 – General Industry are as follows: Chapter 1 General (A) Chapter 2 Adoption and Extension of Established Federal Regulations (B) – changed Regulations to Standards Chapter 3 Changed Safety and Health Provisions (C) to Adoption and Extension of Established Federal Standards (C) Chapter 4 Walking and Working Surfaces (D) – deleted “and” and added a hyphen Chapter 5 Means of Egress (E) Chapter 6 Powered Platforms, Manlifts and Vehicle-Mounted Work Platforms (F) Chapter 7 Occupational Health and Environmental Control (G) Chapter 8 Hazardous Materials (H) Chapter 9 Personal Protective Equipment (I) Chapter 10 General Environmental Controls (J) Chapter 11 Medical and First Aid (K) Chapter 12 Fire Protection (L) Chapter 13 Compressed Gas and Compressed Air Equipment (M) Chapter 14 Materials Handling and Storage (N) Chapter 15 Machinery and Machine Guarding (O) – changed “Guard” to “Guarding” Chapter 16 Hand and Portable Powered Tools and Other Hand Held Equipment (P) Chapter 17 Welding, Cutting and Brazing (Q) Chapter 18 Special Industries (R) Chapter 19 Electrical (S) Chapter 20 Commercial Diving Operations (T) Chapter 26 Toxic and Hazardous Substances (Z) It should be noted there are ten (10) chapters of OSHA 1910 – General Industry where the federal OSHA has “reserved” sections for future use for adding rules. These chapters are: Chapter 3, Section 1 or 29 C.F.R. § 1910.20; Chapter 8 or 29 C.F.R. §§ 1910.108, 1910.112, 1910.113, and 1910.121; Chapter 9 or 29 C.F.R. § 1910.139; Chapter 11, Section 1 or 29 C.F.R. § 1910.152; Chapter 13, Section 1 or 29 C.F.R. § 1910.166 through 1910.168; and, Chapter 19, Section 1 or 29 C.F.R. §§ 1910.309 through 1910.330 and §§ 1910.336 through 1910.398; Chapter 21 (U), Chapter 22 (V), Chapter 24 (X), and Chapter 25 (Y).
