As Natrona County officials prepare to remove junk from his property northeast of Evansville, Ed Corrigan has sued them and others for illegally confiscating his land and money, according to a lawsuit filed Monday in federal court.

Corrigan did not enter a contract with a “foreign power” — the state and county — to take his property, including the lots at 3475 and 3485 N. Sunburst Drive, according to his complaint.

The lawsuit is the latest twist in Corrigan’s long dispute with the county over health and safety code violations.

In March 2010, then-Natrona County District Judge Scott Skavdahl found Corrigan guilty of code violations after a bench trial, fined him $143,840, and ordered him to remove old trailers, abandoned vehicles, appliances and other junk from his land.

Skavdahl later found him in contempt and fined him an additional $52,120 after he failed to take action. Skavdahl also gave the county permission to enter Corrigan’s property and clean it for him.

In another case, Corrigan claimed he held a “land patent” on a north Casper lot owned by his former brother-in-law. Corrigan, who believes the legitimate government in America was usurped by a corporation after the Civil War, claimed land patents originally issued by the federal government are superior to warranty deeds.

Skavdahl rejected that argument as frivolous.

But Corrigan still believes his ownership is absolute, and the county has conspired with banks to seize his property and money, according to his complaint.

Defendants in the suit are the state, the county, District Court, Skavdahl, county commissioners and attorneys, the attorneys handling the collection process, code enforcement officers, five banks and one credit union.

Corrigan is seeking $7 million — in silver coin — plus up to $10 million a day after 90 days if the defendants don’t dismiss their claims against him.
