Casper needs to consider changing the term for city council members to two years from the current four years. Over the last decade or so, it seems that every year a council member quits the council for various reasons during their four year term and is replaced by the council members-not the voters. Perhaps if the term was only two years we would have fewer members who are not selected by the voters.

For example, the recent selection by the council, Steve Cathey, who replaced Chris Walsh, clearly does not represent the wishes of the voters. Mr. Cathey was trounced in his re-election attempt in 2016. The voters wanted him out of office as shown by his poor re-election result of getting only 36% of the votes against his opponent who got 64%. It seems some of the “big spender” council members wanted their “big spender” ally back.
