STATEWIDE – Wyoming Department of Transportation Director Darin Westby is pleased to announce that Major KC Ramsey has been selected as the next colonel and administrator of the Wyoming Highway Patrol. He will serve as acting administrator/colonel effective immediately until his appointment is completed Oct. 1. A pinning ceremony is currently being planned.
With nearly 27 years of state law enforcement experience, Ramsey is a proven leader who brings a wealth of knowledge to his new role within the WHP. "KC has demonstrated a strong work ethic and high level of character over the years,” Westby said. “His understanding of our agency and best practices in law enforcement is impressive. I’m confident he’ll excel as Colonel.”
Originally from Wheatland, Ramsey obtained an administration of justice degree from the University of Wyoming. He began his law enforcement career with a brief stint in the Albany County Sheriff’s Office in 1999 before moving over to the Wyoming Capitol Police (which at that time was under the Wyoming Department of Criminal Investigation; the unit moved under the auspices of WHP in 2001).

Ramsey worked his way up the WHP ranks from 2001 onward and held lieutenant positions in the Support Services and Commercial Carrier divisions. He was promoted to Commercial Carrier captain in early 2024 and went on to become the Support Services major later that same year.
In his capacity as major, Ramsey oversaw staff within WHP’s Commercial Carrier Section, Communications Center, Equipment and Technology Program, Training Division, Evidence Team, Special Operations, Executive Protection and Chaplain Program. Other responsibilities included leading organizational policy and budgetary development.
Ramsey’s specialized training includes multiple courses on leadership development, project management, successful communication and front-line supervision. He has studied with the FBI Intermountain Executive Command College, the Wyoming Highway Patrol Leadership Academy and WYDOT University. He has been formally honored several times throughout his career and holds a commendation and meritorious conduct award.
"Being chosen to serve as Colonel is a profound honor, and I accept this duty with deep humility and dedication,” Ramsey said. “As I transition into this role, I am excited to work with every member to guide the Wyoming Highway Patrol into the future.”
Moving forward, Ramsey said his priorities will center on retention and recruitment efforts, fulfilling statutory responsibilities, and upholding a rigorous stewardship of WHP’s budget.
Ramsey’s selection was an extensive process over the last five months that involved key stakeholders including the Wyoming Governor’s Office, local law enforcement from across the state, the Wyoming Division of Criminal Investigation, the Transportation Commission and WYDOT’s Executive Staff.
Ramsey succeeds Col. Tim Cameron, who retired in March 2026. Westby served as administrator in the interim.
